Functions, tasks and powers:
I. Position and function
1. Department of Planning and Investment is a specialized agency of the Provincial People's Committee performing the function of advising and assisting the provincial People's Committee in state management of planning, planning and investment, including: summarizing on socio-economic development plannings and plans; organize the implementation and propose socio-economic management mechanisms and policies in the province; domestic investment, foreign investment in localities; management of official development assistance (ODA), concessional loans of foreign donors, foreign aid; Bidding; business registration within the province; general and unified management of issues on enterprises, collective economy, cooperatives, private economy; organize the provision of public services under the Department's state management in accordance with the law.
2. Department of Planning and Investment has legal status, its own seal and account; under the direction and management of the organization, personnel and work of the provincial People's Committee; at the same time subject to the direction, guidance, inspection and examination of the expertise and operations of the Ministry of Planning and Investment.
II. Duties and powers
1. Submit to the Provincial People's Committee:
a) Draft of general planning for socio-economic development, development planning for key industries and products of the province; long-term, five-year and annual socio-economic development plans of the province, including plans for public investment under the local budget; investment promotion plan, list of projects calling for investment of the province; major socio-economic balances of the province; including accumulated and consumption balances, development investment capital balances, financial balances; formulating programs and plans for implementing the province's green growth and sustainable development strategy; programs and measures to organize the implementation of state administrative reform tasks in the domain of their assigned state management;
b) The draft document specifies the functions, tasks, powers and organizational structure of the Department of Planning and Investment;
c) Draft of documents specifying conditions, standards, titles for heads and deputy heads of units of the Department; Chief, Deputy Head of Division, Finance - Planning Department of the district People's Committee within the scope of state management of the field of planning and investment after reaching agreement with the Department of Finance as assigned by the Committee provincial people;
d) Draft action plan to implement the socio-economic development plan according to the Resolution of the provincial People's Council and be responsible for monitoring and summarizing the implementation of monthly, quarterly and 6-month plans, year to report to the provincial People's Committee for management, coordinate the implementation of the main socio-economic balances of the province;
d) Draft of programs, plans for arrangement and renovation of development of state-owned enterprises under local management; management mechanisms and supporting policies for the reorganization and renewal of State enterprises; annual and 05-year programs and plans to support SME development in the province;
f) Draft of decisions and directives; programs and measures to organize the implementation of administrative reform tasks in the field of planning and investment under the Department's management according to the provisions of law, decentralized by the Ministry of Planning and Investment;
g) Draft documents on the list of domestic and foreign investment projects for each planning period in accordance with the approved planning and adjust in necessary cases.
a) Draft decisions, directives and other documents under the promulgating competence of the Chairman of the provincial People's Committee in the field of state management of the Department;
b) Draft decision on establishment, merger, division, reorganization, dissolution of organizations and units of the Department in accordance with the law;
c) Issue, adjust and revoke Investment Certificates within the authority of the Provincial People's Committee as decentralized.
3. To assist the Chairman of the provincial People's Committee in directing, guiding, inspecting, information, propagating and disseminating legal education in the field of planning and investment; organize the implementation of legal documents, policies, plannings, plans, programs, projects and schemes, which fall under the state management scope of the Department after being promulgated by competent authorities or approved.
